Do you receive these in the regular Item Store claim section? I faithfully applied my code before launch but haven't seen anything yet.

yes you have to claim them in the regular item store.

If it's not there, try applying the key again and make sure you click on every confirm link you can find, it's several steps until it believes you that you actually want the shirt.
