Nope, only consumable toolkits are for sale, all the rest are loot.

Aww, and i cant use those on glyphs?

Prolly another stupid question but.. when i do assemble runes to glyphs, do they need to have the same status: pure , imperfect etc? or can i mix the them?

The rarity of toolkits makes crafting pretty irrelevant until later in the game.
